Law No. 08/L-208 on Industrial and Technological Parks

This law aims to regulate the establishment, administration, management, promotion, exploitation and monitoring of industrial parks and technological parks, including business incubators in the Republic of Kosovo.

The goals of the industrial and technological park are:

• - Supporting responsible and sustainable investments;
• - Promotion of production and processing activities, innovation and the provision of value-added services;
• - Employment and training;
• - Encouraging and developing the innovative ecosystem and cooperation between business organization and their promotion;
• - Increasing competitiveness and supporting exports;
• - Promoting advanced technology;
• - Regional development; etc.

The law defines three types of parks:

• - General industrial park;
• - Specialized industrial park;
• - Innovation and technology park.

The industrial and technological park is established by the decision of the Government after the recommendation of the Ministry.

The establishment of the industrial and technological park can be proposed by:

• - Ministry,
• - Agency for Investment and Export (AIE),
• - Municipality,
• - Local or international business organizations registered in Kosovo,
• - Local or international business associations registered in Kosovo.
   

The law also sets out the conditions for the functioning of industrial and technological parks, including aspects of management, administration, exploitation, monitoring, official registration, as well as abolition in special cases when a park is not developed within the legally established deadlines.

This law replaces the Law on Economic Zones (Nr. 04/L-159).
